The City of McCall has appointed an interim city manager.
Last week, BoiseDev reported that Anette Spickard was leaving for Arizona. Phil Kushlan will now fill in as city manager.
Kushlan was the Executive Director of Boise’s Capital City Development Corporation, and the city manager in Bellevue, Washington, and Cottage Grove, Oregon.
He was the Interim Executive Director for the Twin Falls Urban Renewal Agency, where he led the Main Avenue redevelopment and the downtown housing initiatives.
Kushlan also helps run the planning and managing firm Kushlan Associates.
“His firm’s expertise in urban renewal and community development will be invaluable in guiding McCall through its current growth and development goals,” the news release said.
In McCall, Kushlan will supervise daily operations and “provide leadership” until a new city manager is brought in.
“I am honored to have the opportunity to serve as Interim City Manager for McCall,” Kushlan said. “I look forward to working closely with the city council, staff, and community members to continue the positive momentum and ensure a smooth transition for the incoming city manager.”
McCall has what’s called a weak mayor/city manager form of government. Unlike cities like Meridian or Boise, the mayor is a member of the council and ceremonial leader, while the city manager is a non-elected staff member who runs the city’s day-to-day operations.
The city is accepting applications for the city manager position and plans to start the interview process in May.
