PORTLAND, Ore. ( KOIN ) — Jacob Dean Smart, the Astoria man captured in Port of Kalama on Feb. 27 following an alleged multi-day crime spree that spanned five different counties across Oregon, Washington and Idaho, was arraigned in Cowlitz County Superior Court on Tuesday.
